Public bug reported: System Monitor 3.8.2.1 (c) 2001-2004 Kevin Vandersloot Attemppt to change settings for teh preferences for file systems, Resources and processes are ignored. Worse is that they seem to be changed to zero when the first attempt to change them is done, and they keep the zero value. Yes I've been having this problem too - firefox wont open more than one html files at once from Nautilus.
