I wonder if the problem is related to panel self refresh, since it is
affected by hardware cursor movement.

Please try adding kernel parameter:

  i915.enable_psr=0

to GRUB_CMDLINE_LINUX_DEFAULT in /etc/default/grub and then run:

  sudo update-grub

and reboot.

If that's the problem then it would make sense this bug is specific to
the model of LCD in this laptop.

Interesting. Today after an update the bug is no longer present. It was
present all of yesterday after many reboots with every usb drive I
introduced to the system.

A little more info about the original bug:
- right clicking on the auto-mounted drive in the nautilus side-bar would 
present the usual options: open, eject, properties etc.
  - all would work as expected, but clicking Format would not bring up the 
"Format Volume" dialog
- formatting would behave as expected using the Disks utility or from the 
terminal.

would like me to provide.

Bingo!
After "nautilus -q" it appeared some message about some python-extension.
I've found out the issue was related to an old "nautilus-terminal" python 
extension.
Since the extension wasn't installed with apt or pip, i ran the following 
commands:

sudo rm -r /usr/local/lib/python2.7/dist-packages/nautilus_terminal*
sudo rm -r /usr/local/share/nautilus-python/extensions/

(note that under "usr/local/share/nautilus-python/extensions/" there was
only a nautilus-terminal file)

The issue then ceased to exist.

After that, I could go to dconf-edit and go to:
"org > flozz > nautilus-terminal" and "erase the key" since no schema was 
available.

The issue doesn't happen here. Do you have any nautilus extension installed?
Could you nautilus -q, start it from a command line and see if any warnings is 
printed when triggering the bug?
Does the zoom factor makes a difference on the issue?

Many times after logging in gnome-shell uses 600-800kB of memory, and
also slows down quite a bit (e.g., 20-30 seconds waiting for login).
Only after multiple resets (Alt+F2 r) drops the memory usage below
200kB. I use my computer mainly for work, and the above phenomenon is
quite disturbing. After a couple of hours of work memory usage is
growing over 400kB again, and sometimes the reset (Alt+F2 r) doesn't
help either. My system is Ubuntu 18.04.3 Gnome 3.28.2, but the newest
Ubuntu also behaves similarly. This is an old issue, it was present in
18.04, 18.10, 19.04 and now in 19.10. I use three computers, and all of
them suffer with this problem. Anyone can check this with the "gnome-
shell memory monitor"  gnome-shell extension.

I can confirm both the bug with CS:GO (and several other games that go
non-responsive for a short while after starting) and that the fix works.

I installed the packages from the ppa and have tested with CS:GO and a
couple of others I was experiencing the problem on (Dying Light and TF2
behave similarly) and the games start correctly now and do not block the
UI or crash gnome-shell, though they still display the Force Quit
dialog.

I can do any further testing needed but this LGTM.

Those settings can't be used outside of GNOME since they talk to gnome-
shell, also the new version returns a proper error instead of
segfaulting. Closing as fixed

Starting the setting on that section with a nb_NO.UTF−8 locale doesn't
trigger a segfault.

Could you get another backtrace after installing libglib2.0-0-dbg and using 'bt 
full'? 
Do you get the issue with a new user on the same machine?? 
What are your screens configuration?

I have the same issue.  It forced me to revert back to 19.04 from latest
ver. of 19.10.

It was already a problem since week prior to release of 19.10 (when I
first tried).

19.10 latest ver on Intel Graphics 530.
This bug is impacting on: modesetting driver xorg as well as intel driver xorg. 
 I also tried Wayland to same result.

This is impacting a fullscreen video game I'm playing in OpenGL.

I'm running Ubuntu 18.04 on a 2015 Macbook Pro, 13" with a newish
replacement battery that charages and runs down completely normally for
it's specs. I only see a 18% charge when fully charged event though it
will run for ours under load. Additionally, remaining life shows 0:40
minutes. Glad I this is logged here as the problem was being denied
elsewhere. Thanks

@seb128 : By default, GNOME provides the gnome-control-center for
accomplishing this in Ubuntu 19.10.

I didn't know I could still use the nm-connection-editor GUI in Ubuntu
19.10. I was simply using what GNOME provided. I'm a big fan of Unity 7,
so I'm glad to see that nm-connection-editor GUI  again. Thanks.

Here are the VPN related packages that I've added to the default Ubuntu 19.10 
installation:
sudo apt install network-manager-l2tp network-manager-l2tp-gnome strongswan

Of these packages, launchpad will not allow specifying these two packages:
network-manager-l2tp
network-manager-l2tp-gnome

Thank you again. 
I am not using WLAN (using network cable) so I switched off WLAN in Settings. 
Now the problem is gone. The mouse moves as expected. Very nice. 
I also tried to monitoring the kernel log. But I cannot understand it, because 
I am simply a user :-)

Do you need the output? With or without WLAN ON/OFF?

I noticed the WiFi card is not working, as you can see on the
screenshot.

I am really appreciated for your help!

Please let me know if you need more files to solve this problem finally.
Maybe there are a lot of users with a similar computer hardware
combination and which are using WLAN.

it was in default desktop session when i freshly installed it. when i
realized the problem, i decided to download gnome-vanilla-desktop with
the hope that problem won't transfer in different desktop environment
and only with no luck.

I had to end the nautilus process in System Monitor.

The power down button in the upper right corner of the desktop did not
work.  No response at all.

I had to issue the reboot command from terminal.

Upon reboot, everything was back to normal.

By the way, the power down button does not work at all from the user
list you get just after each boot.  This is reproducible across several
boot sessions.

I can't find any other reports of this crash other than the above link
for automatic crash reports. And even then we've only observed the crash
11 times globally, ever. 8 times in eoan and 3 times in bionic.

Sounds like there's something unusual about this machine so please start

Thanks. The kernel log (dmesg.txt) shows some recurring problem with the
Intel wifi driver that takes half a second or so each time. That might
be the problem if it's holding up the whole kernel...

Please try:

 * Turning off wifi; or

 * Monitoring the kernel log in a Terminal window:

   dmesg -w

   to see if the kernel errors match up with the mouse movement problem.

Can I provide any other information to help speed this along? This is a
pretty severe problem - it's annoying because gnome-shell freezes for a
long time before restarting, and then it's extremely annoying because
you lose any data in applications that don't survive the restart.

I don't agree it is a duplicate of the bug #505765.
Bug #505765 is an old bug in gedit happening in any distro whereas this bug 
#1850073 is a regression in recently released Ubuntu 19.10 (Gnome) and should 
be prioritized another way.

interrupted network upgrade of the system which was recovered via grub
recovery mode. since i thought the flickering was due to all this, i
fresh installed the system via bootable usb.

still the problem is persistent and its abnormal irrespective of the
animation button turned on or off.
