Hi folks, I have now tested in the latest versions of both PyCharm (PyCharm 2019.3.1 (Professional Edition) Build #PY-193.5662.61) and IntelliJ (2019.3.1 Ultimate Edition Build #IU-193.5662.53) and can (unfortunately) confirm that the issue continues to persist in both cases. Solved. Searching online, I found this: chrome://flags/#hardware-media-key-handling By disabling this flag, Rhythmbox started working as usual with the media keys.
