The desktop team doesn't intend to spend efforts on fixing non critical bugs on 20.10 at this point, it's not a LTS serie and we don't have the resources to SRU the same fixes to intermediate series. It appears dash-to-dock is listening for 'workareas-changed' correctly. The problem is the first 'workareas-changed' happens before the panel exists, so it's the wrong work area. And then the second 'workareas- changed' happens around 900ms after the panel is allocated, which is also after the startup animation. So it seems the bug really is that 'workareas-changed' is not being emitted between the panel being allocated and the startup animation completing. I have the same (or similar) problem. To resolve the freezing of most of the gui applications, I have to repeat the logoff-login operation, pressing the shortkey-combinations CTRL + ALT + F1, and the problem seems to disapere.
