I have looked into this bug and my version of gimp is on English US. My
version uses dialogs and not dialogues. I have found through
searching the code that dialogues is only used in the English GB and
English CA translations. I am not familiar enough with using those
translations to know if this is still a bug. If someone that is familiar
with these translations some input would be appreciated. I have attached
the Grep output for the search for dialogues.

  Loaded the first time, and could not move the side bars which hold all
  the later / icon information. The Close / Move / Etc bars are at the
  top of the windows, and that is being covered by the un-right clickable
  un-moveable un-hideable Tool bar. Had to maximize the whole program
- and then i was able to grab 3 pixles worth of side tool bars and move

  Then I closed Ekiga, did some other stuff and then I needed an Evolution
