What version had been fixed before? [Some have seen this all the way
back to Hardy bug 269441]

Is what you're seeing in the Nautilus/Files app, or on the left hand
side 'Unity Launcher' ?

[Bug 1313415] Re: Dragging .desktop files on the Desktop attempts to copy, not reposition

I have a box that does the same, only more detail; [A] It was doing copies when 
you initiated a move for .desktop files., only the .desktop extension was 
dropped.
[B] It now produces the same error as above, with "Error opening file '/': Is a 
directory" in "more details". I'm assuming that changed with some package 
update[C].
Now the weird (but maybe forensicly helpful) part: It still does A with files 
created before point C, but B with files created after C.

Also, this looks like a candidate for being a dupe of Bug #1245214
