Had a (very) similar problem here: Ubuntu (8.10) started with USA layout, I use 
german layout normally.
So I started the keyboard dialog (via command line it is 
gnome-keyboard-properties), selected "layout" tab, pressed "Add" and in the new 
dialog I selected "german" from the country list and afterwards application 
crashed.

On the command line there was some "server unreachable" (or similar) message, 
so I installed
the latest packages "apt-get update;apt-get dist-upgrade" and rebooted.

Now default layout is german again, not USA.
Choosing a different country and keyboard layout seems to work now too.
