For me lid close detection worked in 9.10 for Suspend, but did not work
when I just wanted screen light to be turned off (it stayed on). No
difference whether plugged or unplugged.

Now, after an upgrade (not new install) to 10.04, it stopped working on
my hp mini 2140 entirely.

Currently using kernel 2.6.31-20
No change, everything is as above.

devkit-power --dump same as above, lid-is-closed is on no when lid is
open and on yes when lid is closed

I am running Karmic updated from Jaunty with the latest mainstream
kernel.

In my case standby is initiated if I close the lid, but when on AC
power, I set it to just turn of the screen, and this is not working
properly: that is, the screen goes black in an almost-closed state, but
then the backlight is turned on again when the screen the lid is fully
closed.

Opening and closing generates messages in lshal -m:
