I have sound in gnomeradio and tvtime with and without padsp! I had a fresh install of 12.04, and installed packets that i saved with synaptic from 10.04. I do not know if that maked any significance, but what i did do, is opened alsamixer and unmuted line and aux outputs. I am running lucid lynx, and it issued randomly, i have had ati radeon 9600xt graphic card with default ubuntu graphic drivers.
