I have had a problem with mine as well. America/Chicago timezone. I modified Chicago.ics and it worked. There is an update timezones patch in gnome-bug #301363 that needed to be upstream (submitted) to Ubuntu Dapper Edgy updates. Yep. Evolution. I have this exact same problem with font size when printing. It was INSANELY large on printed paper. I have to tape the paper on the wall and read it from a comfort distance (literally). There are quite few threads on this issue at ubuntuforums. Thus, it has been NOT resolved for a long time.
