 I did not find Chromium, but I saw 'MetaGrip by Sergio Tocalini Joerg'
in the Themes/WindowBorders at art.gnome.org/themes/metacity?page=1

I took the word 'grip' in the title as a hint, and it does seem to have
wider borders. Seems much better as a work-around at least.

And I'll add to the chorus, this needs to be resolved in the default
distribution. All the great things that Ubuntu/Linux have to offer can
get blown away if a new user can't easily do a simple hundreds-of-
times-a-day operation like re-size a window.

Description:
In the cups ipp device uri, if you specify port 631 like so:

ipp://192.168.254.15:631

you'll see (if you started from command line):

** (gnome-cups-manager:12407): WARNING **: connect =
'ipp://192.168.254.15'

** (gnome-cups-manager:12407): WARNING **: method   :'ipp'
user:''
host:'192.168.254.15'
port:'0'

The fix for now:
DON'T SPECIFY PORT

ipp://192.168.254.15
