Ubuntu 23.04 with Intel Iris Xe Graphics. Same problem. [Bug 2016743] Re: Unable to switch windows while drag-and-drop in Xorg sessions
Same problem here. I have to choose between being able to alt-tab while dragging or using devilspie2 to fix another annoying bug in vscode (open file dialog opens in background). devilspie2 doesn't work with Wayland.
