I have Ubuntu 18.04 and VLC 3.0.3 and I am affected by this bug.
I also think that no matter what GUI API is called, the system should allow 
quitting the app at worst. But not even Ctrl+Alt+Fx functions work to switch to 
terminal.

My observation: I tried to set the shortcut. Didn't work - didn't appear
in the dialog. However, after that, I am able to switch the layout, but
the icon at the top doesn't reflect that. It stays although typing is
affected. Changing the layout manually works too, and the icon reflects
it properly then.

I just wonder why is the system changing like this. I wonder why there
just can't be a distro which doesn't ever change it's UI dramatically,
and just updates the packages. There's either dinosaurs like debian or
red hat, or unstable experimental test beds like Fedora or Ubuntu.  Or
extreme stuff like gentoo.

Binary package hint: file-roller

I've got an email acting as a mailing list notice about spam outgoing from 
my account.
The attachment.zip contained a file named:

"attachment.txt  <...spaces...>  .exe"

Which was rendered as attachment.txt ... in File Roller.
The ellipsis is almost unnoticable and people can accidentally forward it to 
someone on Windows or so.

I suggest to trim the non-printable characters to a limited width, eg. max 
20 px ( / max 4 spaces).

Note that this has nothing to do with Firefox or Totem - none of them were 
running.
But since I've seen forum posts stating that this is related to various 
video-playing applications, it comes to my mind that it can be caused by some 
screen-saver that tries to play video - if the screen savers rotate somehow (I 
have set random screensaver).

X restarts regularly when computer is idle.

This started to happen around 2009-01-28. I install all updates
available and do not change anything otherwise, thus it should be some
recent regression. Today was the first day I investigated it closer, and
it happened at 3:00:02, although I haven't found any cron task scheduled
for that time.
