I have Ubuntu 18.04 and VLC 3.0.3 and I am affected by this bug. I also think that no matter what GUI API is called, the system should allow quitting the app at worst. My observation: I tried to set the shortcut. Didn't work - didn't appear in the dialog. However, after that, I am able to switch the layout, but the icon at the top doesn't reflect that. It stays although typing is affected. Changing the layout manually works too, and the icon reflects it properly then. I just wonder why is the system changing like this. I wonder why there just can't be a distro which doesn't ever change it's UI dramatically, and just updates the packages. There's either dinosaurs like debian or red hat, or unstable experimental test beds like Fedora or Ubuntu. Note that this has nothing to do with Firefox or Totem - none of them were running.
