Using the proposed libical does not appear to fix the issue. Updating to evolution-data-server_2.26.1-0ubuntu2 (from the proposed) allowed the appointment to be moved (and quite quickly). I can confirm this behavior. Good day, The file will open if you remove the file extension and have it marked executable. This behavior is probably by design. If someone accidentally marks a file such as a .png as executable they still expect it to open in an image viewer, not try to run and give an error. The file manager does not differentiate.
