You probably installed the Gnome3 ppa at some point.

I had to run sudo ppa-purge ppa:gnome3-team/gnome3 twice to revert
nautilus back to a functional state.

You will loose any gnome3 packages you were running like gnome-shell.

by currently option desktop windows when it is clicked on. Expected
behavior is for the window to be at the top of the stack of windows.

You have to minimize current windows to reveal the time and date window
