With my Debian installation (testing version, fully upgraded) the issue
is not present. I tried many themes/icons combinations and the applet
background is transparent.

In Jaunty I noticed that only two of my themes presents this issue:
DarkRoom and Dust. With both themes I tried with different icons sets
(Crystal SVG, GNOME, High Contrast Inverse, Simple, Tangerine; from
gnome-looks: Bamboo-Zen, Dropline NOU! and Oxygen-refit 2).

I also noticed that the applet background is changed according to the
Windows Background set under the Colors tab in the them customization
window. Maybe the problem is that the two themes do not take into
account the particular windows background color.

This is still an issue in Jaunty.
I tried with the same icon sets of my previous post (2008-12-03) and I obtained 
the same result: the background is not transparent.

I tried different icon sets and the problem remains the same. In particular, I 
tried with the following icon sets (the ones shipped by default): Crux; Crystal 
SVG; GNOME; High Contrast Inverse; Mist; Tangerine.
Even with some icon sets taken from gnome-looks (i.e. Bamboo-Zen, Dropline NOU! 
and Oxygen-refit 2) the problem remains.

In every case, the icon's background color is not transparent, as
supposed to be.

[Bug 298331] [NEW] Mahjongg's there are no more moves dialog should have a new game button

This is a wishlist bug. Now, when in Mahjongg there are no more moves,
it is presented a dialog which allows to press two buttons: undo and
shuffle. Since there is a one minute penalty when choosing the shuffle
option, I choose one of the buttons only to close the dialog, and I
press the new game button, either in the menu, or on the toolbar
(which I keep invisible, by the way).

This, in my opinion, is an usability issue, and it is frustrating.
Therefore I ask if it is possibile to add a new game button directly
in the there are no more moves dialog.

I downgraded to the 173 nvidia drivers as suggested by revgazza and the
desktop is fully shown on external monitor. However, the gnome-panel's
100% consuming bug still remains.

I am seeing the same problem as reported by user chewearn. However, it
only seems to happen when I have compiz activated.

kernel: 2.6.27-7-generic
Ubuntu: Intrepid(8.10)
Gnome: 2.24.1
nvidia-drivers: 177
gnome-panel: 1:2.24.1-0ubuntu2
compiz: 1:0.7.8-0ubuntu4.1

In addition, I don't know if it is related to this problem, but on the
external monitor the desktop is cut, as shown in the attached image.
When I disable compiz the external desktop is fully shown, even though
nautilus windows opened in the external desktop are shown on screen 1.
The other applications are correctly opened on screen 2 (external).

Confirmed in Intrepid. I attach a screenshot.

gnome-netstatus-applet 2.12.2-0ubuntu1

In addition, in the screenshot you can see that, in the applet's
Properties panel, the icon to the right of Name and Status fields
has no transparent background.
