on further review, i was going from memory and it seems like if multiple
layouts are set, at least in the latest 20.04 image, you get the option
to set the layout

which means this isn't an issue, except when a bug like 877371 occurs,
which is a separate issue...

i'm not seeing a way to close this bug

The issue here is that an upgrade caused the keymap used at the
login/lock screen to be changed without the user specifying such an
action.

bug 1871659 is that there is no way of specifying such an action at that
screen, which could help recover from this, but it is a separate issue.

way to set the keyboard layout at the login screen.
