My apologies, I was a little faster in the description of the bug.
So, I use System-> Preferences-> Network Proxy to change my proxy information. 
Here's how to follow to reproduce the bug:
1. In a terminal:
  cat / etc / apt / apt.conf gives an empty file
  echo $ http_proxy gives a variable vacuum
2. In System-> Preferences-> Network Proxy:
  I check "Manual ..."
  I check "Use the same ..."
  I write the address of my proxy
  In detail, I encode my login and password.
  I click Apply System-Wide
3. In a terminal:
  cat / etc / etc / apt.conf gives me lines for http and ftp (no line for 
https?)
  echo $ http_proxy gives me the proxy
4. I go back and check Network Proxy "Direct Internet ..."
  I click Apply System-Wide ...
5. In a terminal:
  echo $ http_proxy is not empty and still contains the proxy
  cat / etc / etc / apt.conf is empty.

If now, I creates a second location (with a proxy, another without a
proxy) and I switch between one and another, apt.conf file is not
updated.

Before the update to the beta, the login and password details were
contained in well reproduced in configurations (http_proxy and
apt.conf). Since this beta is no longer the case. Is this normal? (bug
494373)

Toutes mes excuses, j'ai été un peu vite dans la description du bug.
Alors, j'utilise System->Preferences->Network Proxy pour modifier mes 
informations proxy. Voici la marche a suivre pour reproduire le bug:
1. Dans un terminal:
  cat /etc/apt/apt.conf donne un fichier vide
  echo $http_proxy donne une variable vide
2. Dans System->Preferences->Network Proxy:
  Je coche "Manual..."
  Je coche "Use the same..."
  J'écris l'adresse de mon proxy
  Dans détails, j'encode mon login et password.
  Je clique sur Apply System-Wide
3. Dans un terminal:
  cat /etc/etc/apt.conf me donne les lignes pour http et ftp (pas de ligne pour 
https?)
  echo $http_proxy me donne bien le proxy
4. Je retourne dans Network Proxy et coche "Direct internet..."
  Je clique sur Apply System-Wide...
5. Dans un terminal:
  echo $http_proxy n'est pas vide et contient toujours le proxy
  cat /etc/etc/apt.conf est bien vide.

Si maintenant, je crée une seconde location (une avec proxy, une autre
sans proxy) et que je switch entre l'une et l'autre, le fichier apt.conf
n'est pas mis a jour.

Avant la mise a jour de la beta, les login et password contenu dans
details étaient bien reproduit dans les configurations (http_proxy et
apt.conf). Depuis la beta cela n'est plus le cas. Est-ce normal? (bug
494373)

The bug seems fixed in Lucid.

I would just remark on the screen encoding the proxy. If I chose to
manually configure the proxy and I begin with http:// encoding, the
following letter removes the http:// (ok), but puts the cursor at the
start line. Before the last letter that I encoded. It would be fairer to
put the cursor at the end of encoding for the strikes continue without
error.

When I go through a proxy, I change the settings in my preferences. I
encode the URL of the proxy and the login and password.

Then, when I want to update my computer (via a terminal and aptitude), I
notice that the login and password are not taken into account. I must
manually edit the file / etc / apt / apt.conf. The URL is present, but
not the login and password. I must also change the value of http_proxy
system via an export command.
