Also in 18.04 - after upgrade from 16.04. At some point the UI keyboard switcher is not available, so I stuck with locked screen. My input is switched from US to RU, so no way to pick the right symbols. This problem get harder in my case, with English and Persian layouts. But a workaround here is to assign some keys for changing keyboard layout.
