This bug affects all my G series and Envy series HP laptops, as well as my Dell. They all either have an AMD APU (all my HP laptops) or an i5 (the Dell). We had the same problem back in 11.10. In general the kernel doesn't choose the backlight level, it only applies the backlight level chosen by userspace.
