I am quite late on this subject, but I found several points that that
may be relevant:

- I have two different laptops that have the same symptoms as descibed here:
one is a Toshiba Satellite T130-11U (more than 3 year old but still working)
the other is a Dell Inspiron 15 3521 (brand new)

- Both are now used with Ubuntu 13.04 32 bits (low memory = I prefer 32 bit 
versions).
so I confirm the bug is still present in versions 13.04 ... i386

- on both I noticed that I can read and modify the backlight value,
which allows the scripted modification...

- I am seeking for a more comfortable way to modify it. replacing the standard, 
not working key association is
my first idea. I found that the keycodes for lowering/increassing brightness 
are respectively 232 and 233.

- I also found that these keycodes are intercepted by gnome-settings-
daemon (google...), but how should it be modified ???

Could someone affected by the bug please test this again using Ubuntu
13.04 Raring Ringtail and confirm that the bug is still present ? Also
ensure you have the latest BIOS version for your hardware, as sometimes
the BIOS reports incorrect information to the system.

Almost the same affects my laptop - Sony Vaio VPCYA1C5E - from the beginning of 
using Kubuntu from the version 11.04
Current DistroRelease is Kubuntu 12.10
In the folder
/sys/class/backlight
I have two soft-linked subfolder:
lrwxrwxrwx  1 root root 0 Nov  9 20:19 acpi_video0 - 
../../devices/pci:00/:00:02.0/backlight/acpi_video0/
lrwxrwxrwx  1 root root 0 Nov  9 20:19 intel_backlight - 
../../devices/pci:00/:00:02.0/drm/card0/card0-LVDS-1/i

If I use hot-keys for backlight adjustment the corresponding values are saved 
into the brightness files under
/sys/class/backlight/acpi_video0/
folder but the brightness is not changed. If I call
   sudo sh -c 'echo  [number]  /sys/class/backlight/intel_backlight/brightness
then the brightness is changed properly accordingly to the provided [number]. 
Probably hot-keys and system events trigger-scripts is bound to the wrong 
folder. But I don't know how to change that binding.
