Public bug reported: When Ubuntu starts, if a Google Account is set up in Online Accounts and there's no working Internet connection yet, the Shutdown button goes red and so does its Online Accounts entry, complaining that Ubuntu could not connect to that account, and the user has to manually click the Authorize button. That's all s/he needs to do, so why not do it automatically after Ubuntu gets connected (and retry from time to time when already connected, in case of cable modems that which take a while to authenticate).
