I have this problem too, but my totem depends on gstreamer1.0, not 0.10. With a fully updated updated 13.04 with gstreamer 0.10.13-5, DVD's still give the same error. I can confirm what Robin Hicks is saying. I'm working with a fresh install of 13.04 I had libdvdread4 already installed. I ran the install- css script, and It does NOT work.
