On Ubuntu 13.10, gnome-settings-daemon doesn't look up Anthy automatically.
I checked gnome-settings-daemon's debian/channgelog and found the issue.

Please remove this patch. Hard-code is necessary on GNOME 3.8. Because GNOME
3.8 doesn't have gnome-initial-setup.
