Try a fresh installation of 10.04 beta, instead of an upgrade. I think you are right about a broken installation. I'm running Gutsy Herd 5 (plus updates). I had been running Gutsy since Herd 3, but i reinstalled at one point. It was after that when GNOME-control-center stopped working.
