Removing xenial task for now, and marking the whole bug report as incomplete. The behaviour w.r.t default systemd target and lack of runlevels has been the same both in xenial and up until now. If there is some specific behaviour that is required, please clearly document it such that we can check if artful is affected and/or if and when behaviour has regressed.
