Expected to be able to arrange displays via the displays panel when
having three or more displays attached.

Displays are locked place as long as one display is disabled. When all
displays are enabled positioning works as expected, however when one
display is disabled (ex. a docked laptop with two external displays) you
are unable to position displays.
