Same bug after upgrading to 18.10, but with completely different graphics card (nvidia). Sure, I tried that and it worked fine in both configuration. The difference is that after doing that even with both devices attached the greeter appears! :D I'm not sure but I have a feeling that the bios messages became bigger, but that's another question. Can you please test to see if this issue is related to just one of the outputs? Try the DVI monitor and HDMI projector separately.
