This is a library limitation. We scale up thumbnails in the zoom case in the event that we cannot open the original image and scale it down instead (and this is rather new, it was added around Nautilus ~2.21). GdkPixbuf cannot load XCF images, so we have to scale up the thumbnail created by the GIMP instead. The only way around this is to make GdkPixbuf aware of XCF images, which I believe is blocked for licensing reasons (iirc the xcf code is all GPL even still, whereas GdkPixbuf and most of Nautilus are LGPL). The relevant bug is more or less here: http://bugzilla.gnome.org/show_bug.cgi?id=347307 (and there are older discussions that date back to early 2000). So we can add it to the wishlist, but it may be a very long time until we see this happen.
