Same here. I ran sudo hal-disable-polling --enable --device /dev/cdrom and the cdrom was properly monitored. Hmm, I found the problem. A while ago I ran powertop, and it advised me to disable polling on the cdrom drive. And I did so. For some reason, I was thinking that maybe that was the problem now, and I reenabled polling on the drive. Now the behaviour works as expected. I don't know of this is intended behaviour of disabling polling, so I'm not closing this bug.
