I can confirm this. Setting brightness to a set level, with the "reduce
backlight when idle" setting on, reduces the backlight, but when the
mouse is moved again, does not return to the manually set light level.

This affects me too (8.10, thinkpad x60) and has been a pain for a long
time now (certainly was present in Hardy, can't remember back to Gutsy).
Experimentation shows two distinct problems.

a) "on battery power" -> "reduce backlight brightness"  When selected
this sets the normal brightness to 50% but doesn't actually stop the
user from pumping it back to 100%.  Occasionally I presume the power
management daemon notices (to force this close and reopen the power
console) and sets it back in a most frustrating way.  If (and I think we
should) we allow users to boost the brightness above the cap then this
reset should be done during a video power event (screen off, idle etc)
and not simply enforced every time something is randomly polled.

ref #136693 for related fixes done in the area of auto/manual brightness
that may not have been fully thought through.

b) "idle detection" clearly isn't working (as described by the OP).
Right now (on AC and clearly not idle) I can choose "dim display when
idle" and it _immediately_ sets the display to 25%.  Again, I can boost
the brightness but it will "notice" and reset it.
