I can confirm this. This affects me too (8.10, thinkpad x60) and has been a pain for a long time now (certainly was present in Hardy, can't remember back to Gutsy). Experimentation shows two distinct problems. a) "on battery power" -> "reduce backlight brightness" When selected this sets the normal brightness to 50% but doesn't actually stop the user from pumping it back to 100%. Occasionally I presume the power management daemon notices (to force this close and reopen the power console) and sets it back in a most frustrating way. If (and I think we should) we allow users to boost the brightness above the cap then this reset should be done during a video power event (screen off, idle etc) and not simply enforced every time something is randomly polled. ref #136693 for related fixes done in the area of auto/manual brightness that may not have been fully thought through. b) "idle detection" clearly isn't working (as described by the OP). Right now (on AC and clearly not idle) I can choose "dim display when idle" and it _immediately_ sets the display to 25%.
