There is no Move option but a Move Path, using it and loading the
.points and then clicking on the Anim Preview it opens a dialog:

Can't operate with current controlpoint
or keyframe settings.

Error List:

Error: controlpoint [1] is out of handled framerange
Error: controlpoint [2] is out of handled framerange
Error: controlpoint [3] is out of handled framerange
Error: controlpoint [4] is out of handled framerange
Error: controlpoint [5] is out of handled framerange
Error: controlpoint [6] is out of handled framerange
Error: More controlpoints (7) than handled frames (1).
Please reduce controlpoints or select more frames

move path - correct.

gimp 2.2.10 on a dapper install.

Looks like I need to post more steps:

File, New, Ok.

draw anything so that there is something to see when it moves (white
object on a white backgraound isn't too interesting)

File, New, Ok,

image, Video, Duplicate frames, ntimes 10, ok (this is buggy too:

 File Save as foo_01.xcf

Description:
File, New, Ok.  File, New, Ok, File Save as foo_01.xcf
image Video, Move, Open
Open the attached Move control points file, 
Notice that points 4 and 5 are both scaled to 1%.

preview/create an animation.  
Notice as the image approaches 4, it shrinks to 1% (good)
then it goes to 100% as it moves from 4 to 5 (bad)

It should stay at 1%
