Unfortunately, I don't have that monitor available any longer, but I
tried removing and reinserting the USB dongle, and also suspending and
resuming the laptop. In either case, the Caps Lock continued acting as a
Compose key, so it is possible that this bug has been fixed.

There is another case where this behaviour can be reliably reproduced:
undocking and redocking a laptop.  I do this frequently at work, and my
setting (using Caps Lock as another control key) always has to be reset
after this occurs.  It's effectively the same operation that Brendan
Kehoe (Hi Brendan!) and Cay have reported, as I have a Microsoft Natural
keyboard permanently plugged into the docking station.

FWIW here's the excerpt from Xorg.0.log that seems to cover the
undock/redock sequence:

I have the same problem. I set Caps Lock as the compose key, and the
setting is lost when the keyboard is disconnected and reconnected.
(Unfortunately, this happens whenever I turn my monitor off--I have the
Logitech radio dongle plugged into a USB plug in the monitor.)

I've had the same problems.  I looked in my Xorg.0.log file for how it
was describing my repeated disconnect/reconnect of my usb keyboard, and
saw mention of 'evdev' every time.

they describe how removing the xserver-xorg-input-evdev package (which installs 
/usr/lib/xorg/modules/input/evdev_drv.so) fixed it for them.  When I'm done

And a further update of October 2007:

saying it's dealt with in the hal package.  However, my system is using
hal version 0.5.11-4ubuntu4 and is still suffering from it, even tho
that bug reporte says 0.5.10 had the workaround in it.  Perhaps 0.5.11
did a further change?

the new comment is a known issue, tracked is other bugs and due to the
fact that xorg detects the keyboard a new device, the bug described
there suggests that the issue happens when the device is not changed
though

I can reproduce this bug (or a similar one) always. This happens if I unplug 
and then plug in my USB keyboard. It can be the exact same keyboard and the 
same USB socket. See below for steps to reproduce the problem.

1. Open Keyboard Preferences:
System | Preferences | Keyboard

2. Select Layouts tab and click button for Other Options
Then set Ctrl key position to Make CapsLock an additional Ctrl..

3. Test that the CapsLock key now works as a Ctrl key.

4. Close all the Keyboard Preferences dialog windows. This is
important. If they are left open then mask the problem.

5. Unplug the USB keyboard. Count to 10... plug the USB keyboard back
in.

6. Test that the CapsLock key has reverted to its old behavior. Curse a
God that allows a universe with a CapsLock key. If you don't believe in
God then curse IBM for putting the CapsLock where it is today.

7. Also note that if you open the Keyboard Preferences and go back to
Ctrl key position that the user interface will still show the setting
as Make CapsLock an additional Ctrl., so you might consider this a
secondary bug since not only has the keyboard lost its settings, but now
the user interface shows a state that does not agree with the actual
setting.

could you determine what you do to trigger the bug? could you add your
Xorg.0.log after getting the issue? could be that for some reason the
input device are redetected by the xorg server or something
