Since language packs are not used for translating help (help files don't use gettext at runtime; at most at build time, but I even doubt that), it doesn't make sense. So I think the doc team should be able to pull them manually, but they shouldn't end up in the rosetta language pack tarball. It's being common that GNOME packages use .pot/.po files to translate documentation so we should handle it the same way we handle normal .pot files.
