I can confirm this bug on karmic 64.
Cursor only changes over open applications like firefox. For me, the bug 
appeared with karmic, never had it before.

In my case, with compiz enabled, the pointer theme changes only
partially, creating a weird "pointer theme Frankenstein". The new theme
is only notable when hovering over the "Minimise, Maximise, Close
window" buttons. And it stays the same after a restart. I can apply the
new theme only by clicking & changing & restarting 100 times then
finally something happens.

The issue is with Compiz. Create a folder named "default" in ~/.icons. Then 
create a file called "index.theme" and include the following text. Make sure to 
change "Name=" and "Inherits=" to the cursor of choice. Save and reload window 
manager. This is only a workaround but it will make your cursor work in both 
Gnome and GDM.
In Appearance Preferances be sure to change your pointer to default. Click on 
the theme tab, customize, pointer tab, and select default pointer.

[Icon Theme]
Name=
Comment=
Inherits=
[Desktop Entry]
Name[en_US]=index.theme

icons & crystalblue pointer. How exactly should the content of the
"index.theme" file look like?

Temporarily I've solved it with uninstalling all other pointer themes.
That works, but that's far from being the a solution.

Same bug here.. Also in Lucid 64.

Changing the cursor theme only works if you disable the desktop effects.

Other problem relating desktop effects, it was trying to view full-
screen videos (but it is also works Ok without desktop effects).

(By the way, Congratulations to the Ubuntu Team for the new Lucid Lynx
version just released.. It looks awesome and has enhancements in many
other areas).

The pointer changes on applications but not on the ... Desktop, panels
or window title. Surely, such actions are inconsistent and make us a
'laughing stock' of the windows users ?
