Thanks for your bug. That menu is were for the reason you figured. Note
it has an item to resize the window so you can pick it and happily do
what you are looking for. I'm rejecting the bug since that's not one

This is a serious problem when using older (low resolution) displays. Often the 
initial presentation of a fixed-size window will have the control buttons both 
above and below the screen, so that there is no way to either re-size or exit 
the window.
 For example try System - Preferences - Sound on Dapper with 800 x 600 
resolution.  Many of us older folks prefer to run at low resolutions to help 
our bleary eyes.  The system should adapt.

A bit stupid, but only NOW I realize this may be intended behaviour... Maybe 
people accidentily get the window so high, and don't know how to get it back.
Actually that makes sense, maybe this is pointless and this bug can be closed...

Description:
1. Use alt&drag to move a window with the title-bar above the top gnome-panel. 
2. Try resizing the window
3. Recognize metacity shows a right-click menu instead. 

This sounds very stupid, but I use alt a lot for this, and unconsciously
moved windows higher than the panel. When I wanted to enlargen them, I
simply couldn't. I was really stuck. Because I just wasn't interested in
the top of the window, I couldn't figure out how to solve it for a
while.

'Responsible' developer, please comment on this bug (about priority you
give it).
