This is exactly my approach. But unfortunately, Japanese translator does not aware the fact, so gedit still fails to auto-detect japanese encodings. I sent a revised diff with the link of the GNOME BUG#, so he will update his translation sooner or later. If his update will not be in Dapper release, please use my diff. If a users select Japanese on installer, it's good to make gedit detect these character encodings to ensure out-of- the-box support for Japanese.
