A fix/workaround is to upgrade to grub 2.  I have just tested this and
it works.

This is not exactly user friendly at present as I had to edit menu.lst
by hand after running the command suggested in
https://wiki.ubuntu.com/KernelTeam/Grub2Testing .  Not only was there
the root/uuid problem but the script fails to find a suitable command
line at some point and creates lines with nonsense characters in them in
menu.lst.

Hi, 
in my desktop since I've installed karmic (and grub 2) the grub menu never show 
up during boot. It's automatically boot ubuntu. Luckily ubuntu is my only 
operating system so it's not a big deal.

Today I've updated to Lucid and the grub2 menu still doesn't display, lucid 
boot automatically but after the new splash screen my monitor turn black and 
goes to power saving. The pc seem frozen and even the MagicSysrq does'nt work.
I need to get the grub menu to boot ubuntu without the splashscreen option to 
see why my system hangs.

I have just upgraded my home constructed desktop to Kubuntu Lucid and
appear to have exactly the same problem; no grub2 menu.  After around
10-15 seconds, the KDE splash screen appears and login proceeds as
normal.  My hardware includes an HP w1907s LCD Display running at up to
1400x900 res, driven by a an nVidia graphics card and the devices given
in the details below.  Everything was fine before the upgrade.

I think I remember reading that, by default, the Grub 2 menu does not display 
in Ubuntu Jaunty unless you reconfigure it to display. It just defaults to 
Ubuntu. 
This might only be the case when you have only one OS installed. Can't remember.
In any case, it's failure to appear may be related to some of those settings.

As of Ubuntu 9.10, it's intended behavior that the grub menu is not
shown when Ubuntu is the only OS installed. When other OSes have been
detected, the menu is displayed.

Problem occurs under Jaunty with GRUB 1 on a Tecra M7. All
characteristics confirmed. When restarting, GRUB appears. When cold-
booting from full shutdown, GRUB menu is not displayed, though O/S
selection can be performed successfully using the arrow keys even though
the POST splash screen is stuck on the screen. I am also able to make
the GRUB menu appear by cold-booting to the frozen POST screen, then
giving the machine a hard power-off from the switch and booting again.

There is one further detail I would like to add about this bug that may
help people more familiar with GRUB's coding. When the glitch occurs and
there is no boot menu, another thing always happens. When an O/S is
selected to boot (either manually or by timeout) there is a split second
where the screen fills with garbage characters (mine look a bit like a
Greek sigma with an acute accent) and there is visible an error message
in the upper-left corner. It doesn't give a code or stage number, but
just says something generic like "GRUB Loading... ERROR" I think. It's
only there for a split second. I think this is important though, because
it seems to imply something about the way the computer is executing GRUB
is causing an error in GRUB (as opposed to GRUB causing errors in the
BIOS).

In response to aharown07's comments, I am going to try enabling GRUB 1's
background image feature to see if this causes GRUB to appear on-screen.

I can report this problem is also occurring on my Toshiba Satellite Pro S300 
s2504. "Restart" pauses at Grub menu, but cold start... just a brief flash of 
sort of white screen and some garbage characters... then Ubuntu loads.
I haven't yet tried upgrading to grub2, but will look into it.

This might be a clue: when I first installed Ubuntu (Jaunty) on my PC, it had 
been  Windows machine and I did not alter the partition table. I'm 99% sure 
that cold restarts at that time present Grub normally. Later, I decided to do a 
clean install w/ a different partition scheme so I re-created the partition 
table during install.
Then the "no Grub on cold restart" problem began occurring.

Plan to test Grub2, but I think I better image my HD first. I don't
think I have the skills to get the OS to load if Grub2 install breaks
things.

Installed Grub2. Skipped the chain-loading thing... and apparently avoided any 
bugs in the install process (if there are any of those left).
That went without a hitch, but it does not fix the problem on my machine. 
What happens now...

1) Cold restart...  after the initial Toshiba screen, Toshiba's bios-based boot 
options disappear... some subtle screen anomalies appear (in the word 
"Toshiba") as it sits for about ten seconds.
(I believe this is because I changed the wait-to-boot-default value to 10sec... 
I should probably note that menuhide is also disabled in my menu.lst file)

2) Default Ubuntu loads

I believe Grub2 is loading but is not appearing on the screen, so that's
a video issue of some kind there.

Interestingly, I can also reproduce this:
1) Cold restart... sits for 10 seconds
2) During the 10 seconds power off
3) Power back on, Grub2 loads

I have had the same problem with a Toshiba Portege A-600 128  laptop of
a friend whom I installed Ubuntu (trying to convert her from Windows).
On cold boot the grub menu did not appear.

I am writing just to let you know that on another discussion in
Ubuntuforums, held in 2007, somebody has found a way of solving this
problem by changing a setting in the BIOS. The discussion is here:

Changing ''Diagnostic mode'' from ''Disabled'' to ''Enabled'' in the
BIOS solved the problem on my friend laptop. I hope that this helps.

Diagnostic mode might "work" but results in waiting through lots of
diagnostics on every cold start...  so not crazy about that option.

FWIW, I've gone to Linux Mint for a while and I do not have this problem with 
Mint. I believe the reason has something to do w/the fact that Mint loads a 
background image behind the grub menu options. But what it has to do w/that I 
can't imagine. Maybe just slows something down enough to change results. But 
the prob. is graphics related because the Grub menu is actually there, just not 
visible.
(Try configuring it to wait a good while before going to the default option and 
you'll see what I mean... it sits exactly as long as it should... with an 
invisible menu "displayed")
