I've noticed that ctrl-alt-t never works on with left ctrl in anything (including xev), but right ctrl works fine. I have the same problem and I'm using a UK keyboard and UK locale. It works with the new user (guest user which I got from the user switcher). I'm using Russian and English layout, ans also SCIM. However, running SCIM and adding those layouts in guest doesn't reproduce the problem; neither does killing everything SCIM-related solve it under my account.
