Thanks for your bug. That's why the cursor is changed by a "busy cursor" round 
with animation, that's called "startup notification" and is made to let you 
know that the application is started. Note that 
http://bugzilla.gnome.org/show_bug.cgi?id=75796 has been fixed during dapper 
too for people using double click on a launcher. I'm rejecting the bug since 
that's not one. Feel free to reopen with some argumentation if you disagree
