FWIW, my machine has been upgraded from at least Ubuntu 8.04 through the 9.x and now to 10.x. I've upgraded to lucid lynx, but I am still having the problem. I think this is my core problem - my upower daemon is not properly configured, so it doesn't tell the rest of the system I have a battery, and the application-level stuff (gnome-power-manager et al.) don't realize there's any battery at all. I've tried googling for some information on how to try to configure or diagnose upower, but so far I've not gotten anywhere.
