I am going to have to ask this to be closed unless someone else can recreate it as I upgraded to Lucid and the problem is no longer present. Pedro, So I am running Karmic Koala and after reading your response I went ahead and created another user. I logged in and I get the same error gnome-system-monitor fails to load.
