the tool is used mostly by desktop users to activate or not startup
services, an admin wanting to fix a broken system will likely need other
tools and the command line anyway

This is an administration tool - you should be able to see everything.

Sure, you may be able to damage the system, but also, if the system has
damaged itself (through some broken installation, virus etc) you need
complete control to be able to fix it.

Thanks for your bug report. This has been fixed in Edgy. The list of
services is much more extensive, but still does not every service or
init script - this was a conscious decision.
