Feisty translations are not yet imported in Rosetta. We are working on it right now so it's normal that you don't have it there. About who should generate the .pot file, is a task of the packager in Ubuntu. There is a special rule to call on build time that all GNOME packages do. As far as I know, danilo already talked with the maintainer in Ubuntu that should do this. By who and when should the PO template be generated? Is it an upstream problem, or is it the maintainer job? The generated file doesn't include a PO template (something like po/orca.pot or po/gnome-orca.pot). When that is fixed, everything will work fine.
