No, I resolved this with rm -rf ~/.gconf, then reinstating my customizations. In retrospect, I probably should have checked that file/directory permissions were appropriate before doing that. I blew away ~/.gconf - this allowed themes to apply normally, and I started my customizations from scratch. I still consider this a bug because there was no indication when running gnome-appearance- propterties in a terminal that there was any error.
