Bug was on an upgraded system (from 10.10, from 10.04, from 9.10). I did a fresh install and the bug is gone. More information needed about bug. i.e - What version of ubuntu you are using. Is this happening from a fresh install, or was it working as you expected and then this happened. If so, what was changed. Also, seeing as you have access to log in, it would actually be even better if you could submit info with Apport. From desktop press Alt + F2. Type ubuntu-bug gdm and then press one. Please post the info in this bug, try not to create a new one.
