This bugs occurs in the post-installation of indicator-weather. But it is gtk-update-icon-cache which fails. Fedora had a similar bug (https://bugzilla.redhat.com/show_bug.cgi?id=500163) which is shown closed upstream. The only difference is the use of option -f. And the fact is that using this option is another option to work-around this issue.
