Thank you for your bug. Do you use a xinerama setup? How do you switch to an another desktop while the screen is locked, the lock should grab the keyboard events. This was not using a xinerama setup - it was on a single laptop, with only the normal screen/display. The screen was not locked - the example in the screenshots shows a power dialog, but any system dialog which darkens the background when it appears (eg password dialog to access administrative functions) has the same effect. Move it to gnome-session. On VT switch it doesn't redraw the background and you see whatever is in the framebuffer. gksu, screensaver have the same issue.
