This file does not exist and the keyboard accel mappings do not seem to be available in any file. The new description is not completely correct. While you can change accels using this method you cannot set the accel to a non-control key. In the past you could set the accel for next message to n and previous message to p and delete message to d so that you didn't need to hold down a control key to execute these functions. There doesn't seem to be a way using the method described to set keyboard accels to just non-control keys.
