Public bug reported:

When Hotplugging a CPU Core (disableing it, see below), the CPU Resource
Monitor shows all CPUs with a ID equal or greater than the ID of the
hotplugged CPU with 0.0%, even though that is not the case.

In my case:
Im running a AMD X4 System with 4 Cores.
I disable core 2 via 'echo 0 > /sys/devices/system/cpu/cpu2/online' 
(Hotplugging via the Method described here 
http://www.cyberciti.biz/faq/debian-rhel-centos-redhat-suse-hotplug-cpu/)
At the same time Im running a Thread that puts core 3 at full load.
After disabling, the CPU Resource Monitor shows core 2 and core 3 at 0.0% even 
though core 3 is still running at close to 100%.
After restarting the System Monitor it only shows cores 0 and 1. Core 3 is not 
shown, even though it is still enabled and still shows up in /proc/cpuinfo
